In the current Vietnamese officialdom, it is common for Vietnamese officials to have a series of titles, academic titles, and degrees. But it is certain that over 96% of PhD degrees are fake degrees, and professorships are bought with money.
On October 28, 2022, speaking at the discussion session on socio-economics, after the scandal of using money to buy titles at the Vietnam Academy of Social Sciences, member of the country’s National Assembly Le Thanh Van proposed that the state conduct a comprehensive review of all types of PhD, Master’s degrees, as well as the academic titles of professor, associate professor, et. of state officials, civil servants, and public employees to screen the quality of personnel.
The above proposals are certainly related to the recent arrest and detention of Le Thanh Van by the Ministry of Public Security, for unknown reasons. Does that show that the issue of degrees and education is a “sensitive” and taboo issue for the Vietnamese state officials?
More worryingly, the Ministry of Public Security said that not only Dong Do University sells fake degrees. There are also 16 other universities in Vietnam that show signs of selling fake degrees or academic certificates.
Tuoi Tre newspaper reported on November 7, “Kinh Bac University: 160 students have just received illegal graduation certificates.” The news said that Kinh Bac University confirmed that all 160 university graduation certificates signed by Pham Ngoc Truc and issued to students in the second batch of 2024 were not in accordance with the law. These are illegal certificates.
Truc – former Deputy Chief Inspector of the Ministry of Education and Training, is currently Vice President of Kinh Bac University. According to the announcement, this is not in accordance with the law and procedures. But Truc still held the graduation ceremony and awarded degrees to 160 graduates.
Notably, previously, according to Dan Viet newspaper on March 24, “Controversy over degrees, violations of the law by some leaders of Kinh Bac University.” Accordingly, the Chairman of Kinh Bac University Council has not finished 7th grade.
According to Dan Viet newspaper, Doan Xuan Tiep, Party Secretary cum Chairman of Kinh Bac University Council, was expelled from the Party for violating regulations on using illegal university degrees, dishonest about general education level. Similarly, Nguyen Thi Tuyet Hong, Vice Chairman of the University Council, was also suspected of using fake university degrees.
Previously, a female vice principal of the school was arrested for forgery in work, granting university degrees in English Language, regular 2nd degree program not in accordance with regulations to gain illegal profits.
According to Dan Viet newspaper, although he did not attend school, Tiep still has a diploma from the University of Mining and Geology in the 2005-2010 term, majoring in Mining Business Administration, part-time training program.
However, the verification document of the University of Mining and Geology clearly stated that Tiep did not study at the school, and his name is not in the original book of university graduation certificates issued by the school.
Notably, through the verification process, Tiep only finished grade 6, and dropped out of school at the beginning of grade 7. Therefore, he does not have a junior high school diploma. After that, Tiep joined the army. It is known that he reported to have studied a Master’s degree in the Philippines, and continuing his PhD through distance learning.
In fact, there have been many incompetent people who used fake degrees to lobby and get into the public system, from there continuing to climb high and infiltrate deep into the state apparatus, which is real and very common.
The public raises the question, is there still an opportunity for the children of workers to study? And who is responsible for the current problem of fake degrees?
