As the Covid-19 pandemic is prolonged, Vietnam’s economy is in danger

In the National Assembly’s discussion on the socio-economic situation and the State budget on June 15, Ho Chi Minh City Party Committee Secretary Nguyen Thien Nhan proposed that Vietnam should “announce the end of domestic pandemic” and consider opening door to trade relations with 17 external economies.

As a legislator, Mr. Nhan proposed to announce the end of the COVID-19 outbreak based on three criteria.

Firstly, the number of people infected with the disease for every 1 million people in Vietnam does not exceed 50, in fact it was 3.4 on average.

Secondly, the number of people being treated is no more than 1 person per 1 million people (the current rate is 0.2 people).

And thirdly, Vietnam did not have any deaths due to COVID-19.

According to Mr. Nhan, over the past time, Vietnam has actively prevented the pandemic with early and timely instructions. Each locality has applied and implemented this direction seriously and flexibly, so the total number of infected people in Vietnam so far is 332, this figure is much lower than the threshold of 1,000 people when the world announced the global epidemic.

According to Decision 02/2016 / QD-TTg regulating conditions for announcing epidemics, announcing the complete eradication of infectious diseases, in addition to meeting the conditions specified at Point b, Clause 1, Article 40 of the Law on Prevention and Control of Infectious Diseases , the declaration of ending of all infectious diseases must meet the following conditions: No new cases of disease will be detected after a certain period of time for each disease.

On February 26, 2020, the PM issued Decision 07/2020 / QD-TTg amending a number of articles of Decision 02/2016 / QD-TTg regulating conditions for announcing epidemics and announcing the end of infectious diseases.

Accordingly, the addition of the average incubation period and the time to detect no new cases of COVID-19 disease (formerly known as acute respiratory infections caused by new strains of Corona virus) at Appendix stipulating the average incubation period and the time for not detecting more cases of infectious diseases as a basis for announcing all infectious epidemics issued together with Decision No. 02/2016 / QD-TTg dated 28 / 1/2016.

Specifically, COVID-19 disease of group A, the average incubation period of 14 days, the time of detecting no new cases is 28 days (the time is calculated from the date the latest case is isolated. at health facilities).

The addition of COVID-19 to the list as well as the period of time for not detecting new cases of infection will provide a sufficient legal basis as a basis for announcing the end of epidemics for the first appearance of the epidemic. These regulations prevent Vietnam from being able to announce the end of the epidemic to the outside at the moment.

Therefore, Mr. Nguyen Thien Nhan has just created the concept of announcing the end of domestic epidemics.

According to Mr. Nhan, Vietnam has trade relations with many countries but only 17 countries and territories are the most important partners, they account for 90% of foreign investment, 80% of international trade and 80% of tourists to Vietnam. Vietnam needs programming to monitor openness to these countries in a cautious bilateral agreement.

Nhan said that it is entirely possible to do this because since May this year, 10 out of 17 countries and territories are no longer infected by the criteria of less 10 people who are treating viruses per million people. In addition, Mr. Nhan said that 7 other countries including: India, USA, Russia, Singapore, Netherlands, Indonesia, Malaysia are not currently safe, so it is necessary to monitor and when they are safe, Vietnam will reopen relations with them.

Domestic media said the forecast of foreign investment into Vietnam this year could be reduced by 30% compared to 2019, tourism by 50% and international trade by 18%.
